Standing Rules Marysville Special Education Parent-Teacher-Student Association A. LEGAL 1. The name of this PTSA is Marysville Special Education Parent-Teacher-Student Association (MSEPTSA) local unit 7.4.70, a unit of the Marysville Council of 2. This PTSA was incorporated as a nonprofit corporation in the State of 3. This PTSA is registered under the Charitable Solicitations Act, registration # (ask President). The treasurer is responsible for filing the annual registration (must be filed by November 15th to avoid penalties). 4. This PTSA was granted tax-exempt status under section 501 (c) (3) on ____________, 200__. 5. The current treasurer, with assistance from the outgoing treasurer is responsible for filing 6. This PTSA shall maintain a safe deposit box where its checking account is maintained. The original copy of any legal documents shall be kept in the safe deposit box. Only elected officers shall have access to the contents of the safe deposit box. Copies are to be made for the president and secretary and kept in a legal documents notebook. B. MEMBERSHIP and DUES 1. This PTSA serves all families with Students needing special services to be successful within Marysville. 2. The membership service fees for this PTSA shall be Twelve Dollars ($12.00) per person, and $20.00 per couple. These fees are to include the following assessments: $4.75 (WSPTA fees current as of $1.75 (NPTA fees current as of $5.50 (MSEPTSA fees as of $0.25 (Marysville Council per person fee) 3. The students receiving special services shall be considered honorary members of this PTSA with voice, but without vote or privilege of holding office. 4. Only members in good standing with this PTSA shall be entitled to vote and voice at a general meeting, or to serve in any elected office or appointed position. C. ELECTED OFFICERS and COMMITTEES 1. The elected officers of this PTSA shall be President, Vice President, Secretary, and Treasurer. These elected officers shall constitute the Executive Board. 2. Any position, except treasurer, may be held jointly by two (2) people. Each co-position holder shall be entitled to voice and vote at a board of directors meeting. The office of treasurer is not available to be a held as a co-position. 3. The Nominating Committee shall be elected in accordance with the Uniform Bylaws of the Washington Congress of Parents and Teachers, Article 5, Section 5. 4. Officers shall be elected in accordance with the Uniform Bylaws of the Washington Congress of Parents and Teachers, Article 5, Section 6. 5. An office shall be declared open and vacant if that person misses three consecutive meetings, unless excused by the president. 6. Standing committees shall be Fund Raising, Legislative, Membership, and Programs. All other committees shall be referred to as “Ad Hoc” committees. All committees expire annually. 7. A chairmanship shall be declared open and vacant if that person misses three consecutive meetings, unless excused by the president. 8. The board of Directors of this PTSA shall consist of the elected officers and the Standing Committee Chairs. 9. All members of the board of directors and ad hoc committee chairmen shall maintain a notebook with activities/events, and recommendations pertaining to their office/committee. The notebook and accumulated State and National materials shall be turned over to one’s successor or the president on or before June 30 annually. D. MEETINGS 1. Adoption of the budget, standing rules, election of the nominating committee, and election of officers shall take place at general membership meetings. Meetings shall be held on the second Wednesday of every school month. 2. At general meetings, a quorum shall be Ten (10) or more members. Absentee, mail-in or proxy ballots are prohibited. 3. Change of general meeting dates may be deemed necessary by the board of directors and shall be announced in writing via posting on the web site (www.mseptsa.org) not less than ten (10) nor more than fifty (50) days prior to the newly scheduled meeting date. 4. This PTSA’s board of directors may meet monthly, on a date and time to be determined by the executive board. 5. A quorum for Board of Directors meetings shall be a majority of the Board. E. BUDGET and FINANCE 1. This PTSA shall approve its annual budget in the spring of each year. If pre approved by, and with just cause, the board of directors may reallocate line item funds for operating expenses. 2. All non-budgeted expenses shall be approved by the Board of Directors. 3. This PTSA shall conduct a financial review of its books and records in January of each year in addition to the required financial review at the close of the fiscal year. The President shall appoint an audit committee, consisting of three (3) members who are not elected officers. This committee will be responsible for the audits. 4. The signatures of two or more elected officers shall be on the signature card for this PTSA’s authorized bank account. All checks must be signed by two (2) elected officers. 5. All reimbursement requests shall include a receipt and shall be submitted to the treasurer within 60 days of the purchase. All requests for reimbursement must be received by June 1st. 6. Should this PTSA receive a NSF check, a $10.00 service fee will be charged in addition to any bank penalties this PTSA may accrue. If the NSF check or checks are not paid for by June 1st, then this PTSA will not accept any checks from this individual in the future. 7. The President and one other elected officer must sign all contracts. F. AWARDS 1. One or more Golden Acorn Awards may be presented annually to an outstanding volunteer(s) in this PTSA. A committee appointed by the president shall select the recipient. The board of directors shall determine the number of recipients. 2. One or more Outstanding Advocate Awards may be presented annually to recognize advocacy work on behalf of children and youth. A committee appointed by the president shall select the recipient. The board of directors shall determine the number of recipients. 3. One or more Outstanding Educator awards may be presented annually to an outstanding teacher or educator. A committee appointed by the president shall select the recipient. The board of directors shall determine the number of recipients. 4. An Honorary Life Membership Award may be presented annually to an individual who has made significant contribution to the growth and development of this PTSA. A committee appointed by the president shall select the recipient. G. VOTING DELEGATES 1. Voting delegates from this PTSA to the Marysville PTA Council shall be the President, Vice President, Treasurer, and Secretary. The alternates shall be a standing committee chairman appointed by the board of directors. 2. The vote of this PTSA for the position of Washington State PTA Region Director shall be determined by the board of directors. 3. The voting delegates to the annual WSPTA convention shall be determined in the following order: Incoming President, Outgoing President, Incoming Vice President, Incoming Secretary, Incoming Treasurer, Outgoing Vice President, Outgoing Secretary, Outgoing Treasurer. The board of directors shall determine the number of delegates to be funded by this PTSA. 4. The voting delegate(s) to the WSPTA Legislative Assembly shall be determined in the following order: Legislative Chair, President, Vice President, Secretary, Treasurer. The board of directors shall determine the number of delegates to be funded by this PTSA. H. STANDING RULES 1. These standing rules shall be used in conjunction with the Uniform Bylaws of Washington State 2. The standing rules shall be adopted annually by the general membership. 3. These standing rules may be amended at any PTSA general meeting by two thirds vote, if a quorum has been established, or if previous notice is given, by a majority vote if a quorum has been established. The Marysville Special Education Parent-Teacher-Student Association (MSEPTSA) was voted into existence April 23, becoming the first such organization working on behalf of all special education students in

"It makes no difference if a student is attending a public or private school, or if they're being educated at home," said MSEPTSA president Barbara O'Kelly. "They all need effective collaboration to live, work and recreate in a fast-paced global world."
"Building a large network with strong supports leads to positive outcomes for all students, a sense of well-being and accomplishments," O'Kelly continued.
The MSEPTSA is dedicated to improving the system by providing the tools and opportunities for parents, students, teachers and the community to partner together through monthly membership meetings, educational workshops, fundraisers, student-centered activities and an interactive Web site (www.mseptsa.org).
"This really is a new and unique concept," said Rita Lechlider, vice president of the organization. "Most PTSAs only represent students at one school, while ours will work on behalf of all special education students in Marysville, no matter where they go to school."
The group will meet the third Wednesday of each month September through June, and plans to schedule informative guest speakers for each meeting.
